8.            Conclusions

 

8.1.1     No Action and Limit Level exceedance for 24-hr TSP and noise was recorded in the reporting period at all monitoring stations.

 

8.1.2     A complaint received on 30 May 2018 referred from EPD regarding some large stockpiles were found uncovered and dust emission was observed during excavation (the site between Kai Fuk Road and Shing Cheong Road, Southwest of Kowloon Bay International Trade & Exhibition Center).

 

8.1.3     No impact 1-hour TSP monitoring was conducted in the reporting period.

 

8.1.4     14 weekly environmental site inspections were carried out in the reporting period. Recommendations on mitigation measures on air quality, water quality, waste management, land contamination and landscape and visual impact were given to the Contractor for remediating the deficiencies identified during the site inspections.

 

8.1.5     14 weekly Landscape and Visual Site audits were carried out on in the reporting period and 7 of them were carried out by a Registered Landscape Architect in the reporting period. The weekly Landscape and Visual Impact reports were counter-signed by IEC as according to the requirement of EM&A Manual (AEIAR-130/2009). No non-compliance was recorded in the weekly Landscape and Visual Site audits in the reporting period.

 

8.1.6     Referring to the Contractor’s information, no notification of summons and successful prosecution was received in the reporting period.

 

8.2         Comment and Recommendations

 

8.2.1     The recommended environmental mitigation measures, as proposed in the EIA reports and EM&A Manuals shall be effectively implemented to minimize the potential environmental impacts from the Project. The EM&A programme would effectively monitor the environmental impacts generated from the construction activities and ensure the proper implementation of mitigation measures.

 

8.2.2     According to the environmental audit performed in the reporting period, the following recommendations were made:

 

Air Quality Impact

l   Site ground should be cleaned regularly to prevent accumulation of mud and silt. 

l   Open stockpile shall be removed or covered properly.

l   Frequent watering on excavation area to suppress dust.

l   Machine/ Plant should be checked regularly to prevent dark smoke emission.

l   Sufficient watering on stockpile should be provided for dust suppression.

l   NRMM Label with proper label color should be provided on Mobile crane.

 

Construction Noise Impact

l   No specific observation was identified in the reporting period.

 

Water Quality Impact

l   Precaution measures should be taken anytime of the year when rainstorm is likely.

l   Stagnant water shall be removed promptly.

l   Sediments and stagnant water in U-channel shall be removed regularly.

l   Sedimentation tank should be clear regularly.

l   Concrete bunding should be provided at site exits to prevent leakage of muddy water to public areas.

l   The mud in wheel washing facility should be removed and handled with proper treatment.

 

Chemical and Waste Management

l   Chemical container shall be stored and labelled properly. 

l   Chemical container shall be placed on drip tray.

 

Land Contamination

l   Oil Stain was found on ground. Contractor should clean the oil stain and dispose the waste as chemical waste.

 

Landscape and Visual Impact

l   Construction materials shall be orderly and carefully stored.

l   Stockpile should be covered properly with impermeable sheeting.
